Interim President and CEO

Mike Smith was appointed as the interim president and CEO of the Vermont Information Technology Leaders, Inc. (VITL) during February 2018.

Mike’s career spans more than 35 years with experience in executive leadership positions in both the public and private sector. His career began serving honorably in the U.S. Navy, first with Underwater Demolition Team 21 and then as a member of SEAL Team Two. After his service, he was elected to the Vermont House of Representatives and served on the House Natural Resources Committee from 1977 to 1978, and was then appointed as the town manager for Hardwick, Vermont.

Mike spent five years in Boston working for the Massachusetts Municipal Association (MMA) and ultimately as a partner of the MMA Consulting Group in Boston.  He then worked as the general manager of the Public Employer Risk Management Association (PERMA) in Albany, New York, and assisted in the revitalization of an insurance company for local governments there.

Coming back to Vermont, Mike was appointed deputy state treasurer for the State of Vermont under Treasurer James H. Douglas, serving from 1995 to 1999. In 1999 he was named chief operating officer and executive vice president of Yankee Captive Management, a captive insurance management firm and a partner at the insurance firm of Hackett, Valine and MacDonald in South Burlington, Vermont.

Governor James H. Douglas appointed Mike as secretary of administration in 2003. In 2005, Mike was appointed secretary of human services and then reappointed secretary of administration by Governor Douglas in 2006.  He left state government in 2008.

In 2010, Mike was appointed as the Vermont state president of FairPoint Communications. He led the company's successful regulatory reform efforts in Vermont, and provided focused leadership to the Vermont operations until August of 2013. He then consulted for various public and private sector entities and served for four months as the interim president of Burlington College.

In 2015, Mike became the host (five-days a week) of a two-hour radio program, “Open Mike with Mike Smith,” broadcasted on WDEV-AM and FM. He also did on-air political analysis for WCAX-TV and WVMT radio, and wrote a weekly Sunday column for VTDigger and Vermont Business Magazine on political and public policy events.

Mike has served on several boards and commissions including the Vermont Pension Investment Committee, Lake Champlain Regional Chamber of Commerce, The Flynn Center for Performing Arts, and Spectrum Youth & Family Services. He is a current board member of the Vermont Student Assistance Corporation.

Mike is a graduate of the University of Vermont in Burlington and earned both a master’s degree and a bachelor’s degree in political science.
