2015 Modified Stage 2 - Public Health Reporting Objective #10

With the publishing of the October 2015 Final Rule for Modified Stage 2 of Meaningful Use (MU), the public health reporting objectives have been consolidated into one objective with three measure options for eligible professionals (EP), and four measure options for eligible hospitals (EH) or critical access hospitals (CAH).

Objective: The EP, eligible hospital or CAH is in active engagement with a public health agency to submit electronic public health data from certified electronic health record technology (CEHRT), except where prohibited and in accordance with applicable law and practice. EPs must meet two of three measures: eligible hospitals/CAHs must meet three of four measures. Exclusions may apply.

Alternate Specification: An EP scheduled to be in Stage 1 in 2015 may meet one measure and an eligible hospital or CAH scheduled to be in Stage 1 in 2015 may meet two measures.

  1. Measure 1 - Immunization Registry Reporting: The EP, eligible hospital or CAH is in active engagement with a public health agency to submit immunization data.
  2. Measure 2 - Syndromic Surveillance Reporting: The EP, eligible hospital or CAH is in active engagement with a public health agency to submit syndromic surveillance data. (Not available at this time for EPs in Vermont)
  3. Measure 3 - Specialized Registry Reporting: The EP, eligible hospital, or CAH is in active engagement to submit data to a specialized registry. (Not available at this time for EPs in Vermont.)
  4. Measure 4 - Electronic Reportable Laboratory Result Reporting (for Eligible Hospitals/CAHs only): The eligible hospital or CAH is in active engagement with a public health agency to submit electronic reportable laboratory (ELR) results.

Active engagement is defined as follows:

  • Option 1 – Completed registration form to submit data (prior to or within the first 60 days of EHR reporting period)
  • Option 2 – Testing and validation
  • Option 3 – Production

EPs and eligible hospitals must register with the Vermont Department of Health (VDH) (or a clinical data repository) prior to or within 60 days of the start of their EHR reporting period, if meeting MU using a public health measure that they have not successfully attested to in a previous EHR reporting period.

An EP who has previously either submitted an Immunization Registry registration form to VDH, or has already achieved production of submitting immunization data does not have to submit a second form to VDH. VDH has updated their website with the registration forms and instructions for EPs, eligible hospitals, and CAHs need to meet the Modified Stage 2 MU public health objectives.
