Meaningful Use Public Health Reporting Deadline

FEBRUARY 29th, 2016 Meaningful Use Public Health Reporting Deadline Approaching!

In 2016, all providers must meet the public health reporting objective. Eligible professionals (EP) must attest to any combination of two of the following measure options: immunization registry reporting, syndromic surveillance reporting, and specialized registry reporting.

To meet a measure, an EP must be in active engagement with the registry. EPs can demonstrate active engagement by completing any of the following options:

  1. Completed registration to submit data. Registration was completed within 60 days from the start of the reporting period, and the EP is awaiting the invitation to begin testing and validation. For EPs beyond their first year of MU, this should have been done by February 29, 2016.
  2. Testing and validation. The EP is in the process of testing and validation of the electronic submission of data.
  3. Production: The EP is electronically submitting production data.

An exclusion for a measure does not count toward the total of two measures. Instead, an EP who selects an exclusion must select another measure to meet if an exclusion is claimed. If the EP qualifies for multiple exclusions and the remaining number of measures available to the EP is less than two, the EP can meet the objective by meeting the one remaining measure available to them and claiming the applicable exclusions. If no measures remain available, the EP can meet the objective by claiming applicable exclusions for all measures.

Measure Options: (must attest to any combination of two)

  1. Immunization Registry Reporting - The EP is in active engagement with a public health agency to submit immunization data. Vermont Department of Health registry information. Exclusion: EP does not administer immunizations or there is not an immunization registry in the jurisdiction ready to accept data electronically.
     
  2. Syndromic Surveillance Reporting - The EP is in active engagement with a public health agency to submit syndromic surveillance data. Exclusion: Public health agency in your jurisdiction is not ready to accept data. (Vermont Department of Health is not ready to accept data from EPs at this time – may exclude in 2016).
     
  3. Specialized Registry Reporting - The EP is in active engagement to submit data to specialized registry. Exclusion: Reporting to a Specialized Registry cannot automatically be excluded in 2016. The EP must perform due diligence by checking the following two items to determine if there is a registry available for them, or if they meet the exclusion criteria.
    • The EP must check with their jurisdiction to determine if there is an available specialized registry maintained by a public health agency. (Vermont Department of Health has no specialized registries available for EPs in 2016)
    • The EP must check with any specialty society with which they are affiliated to determine if the society maintains or endorses a specialized registry. If there is no specialized registry endorsed by any of the specialty societies they are affiliated with, the EP may exclude from the measure.
    • If the specialty society maintains or endorses a specialized registry, the EP needs to determine if it fulfills the three qualities of a specialized registry. See CMS FAQ #13653.
    • If the specialized registry does not fulfill the three qualities of a specialized registry, the EP may exclude from the measure.
    • If the specialty society maintains or endorses a specialized registry and meets the three qualities of a specialized registry, the EP is required to demonstrate “active engagement” with the registry within 60 days after the start of the EHR reporting period. A qualified registry should have a mechanism for documenting “active engagement.”  For EPs beyond their first year of MU, and should have been done by February 29, 2016.
