Contracts Administrator

Job Description: 

Vermont Information Technology Leaders, Inc. (VITL) is seeking a contract/subcontract administrator to successfully manage the organization's procurement and contract management systems, and work effectively with the State of Vermont, customers and subcontractors.

The responsibilities for this position require an in-depth understanding of procurement and contracts management. The contracts administrator will maintain VITL's contract/agreement milestone/deliverable system, and maintain the correspondence record for all grants, contracts and subcontracts.

This is a full-time permanent position with the following responsibilities:

  1. Provide guidance to ensure VITL is in compliance with legal requirements and government regulations.
  2. Act as an administrative liaison between VITL and the state contract and grant administrator.
  3. Prepare monthly status reports to leadership and staff on the financial status of contracts and grants.
  4. Work with the accounting manager to ensure that grant and contract billings are completed and submitted.
  5. Act as an administrative liaison between VITL and subcontractors.
  6. Act as a primary editor for contract negotiation drafts.
  7. Maintain the master subcontract files.
  8. Maintain job codes and a job code dictionary that are linked to chargeable activity.
  9. Periodically audit time sheets to ensure correct coding.
  10. Support VITL's annual financial and compliance audits.
  11. Support financial processes and initiatives as needed.


  • Bachelor's degree from an accredited college in a related discipline.
  • At least five (5) years of progressively responsible experience in procurement and contracting.
  • Strong written and verbal communication and organization skills.
  • Proficiency in Microsoft Word, Excel, Outlook, and Project.
  • Ability to multi-task.
  • Familiarity with public sector procurement rules and regulations such as Uniform Guidance, A-122, A-133, and Vermont State Bulletin 3.5, and legal principles applicable to the preparation and administration of contracts and subcontracts.
  • Team player, ability to work with leadership and staff in a small office environment.
