Programmer Analyst

Job Description: 

Vermont Information Technology Leaders, Inc. (VITL) is seeking a programmer / analyst to successfully perform interface and software development for projects related to the Vermont Health Information Exchange. This position reports to the chief technology officer. The programmer / analyst will also assist in system selections, installations and technical support.

Responsibilities of this position include:

  • Design, develop, maintain and support computer program code.
  • Significant focus on development and support of system interfaces using HL7 and the Orion Rhapsody interface engine.
  • Utilize a structured methodology to plan and implement projects.
  • Analyze organizational systems and processes and make recommendations for operational improvements.
  • Work with all levels of VITL clinical and administrative staff and leadership, external consultants, the health care community, vendors, internal users and customers, and possibly mentor staff on certain projects.

This is a full-time permanent position requiring the following skills:

  • Bachelor’s degree in computer science, information technology or related field.
  • Five-plus years of relevant experience.
  • Knowledge and experience with HL7, CCD, XML, CSV, IHE profiles, SFTP, SSL, SSH, REST.
  • Experience in the design and development of interfaces and/or interoperability solutions for health care IT products, preferably electronic health record systems. Orion Rhapsody experience preferred.
  • Two years or more of Java and Javascript programming experience.
  • Linux and Windows knowledge.
  • .Net, C# programming experience, Selenium API experience desirable.
  • Experience with SQL and stored procedures on multiple platforms, scripting for automation and integration, and XML knowledge desirable.
  • Demonstrated business and clinical knowledge.
  • Excellent problem solving and analytical skills.
  • Experience working in a team-oriented, collaborative environment.
