Connectivity Criteria

During the 2013 Vermont legislative session, Act 79 was enacted, amending VSA § 9352 and empowering VITL to “establish criteria for creating or maintaining connectivity to the state’s health information exchange network” (Vermont Statutes Annotated).

On November 20, 2019, the Green Mountain Care Board approved the updated Vermont Health Information Exchange Connectivity Criteria. These criteria provide an incremental connectivity approach to the VHIE, which is consistent with the State HIE plan, VITL ‘s architecture and aligns with the Blueprint for Health program, the Vermont Chronic Care Initiative and the OneCare Vermont programs.


The Criteria is customer and stakeholder focused and measures technical capability and the quality of data contributed to meet health reform program requirements. There are 3 Tiers encouraging an incremental approach to interoperability, and it incorporates assessment tools (worksheets) to guide adoption and collaboration between customers, stakeholders and VITL.


The VHIE Connectivity Criteria are incorporated into the Vermont HIE Plan and are reviewed annually for approval by the Green Mountain Care Board (GMCB).
